To transfer $30.1 million of tobacco lawsuit proceeds and $47.5 million general fund tax revenue from the Higher Education budget to the Human Services (welfare) budget, with an offsetting shift of federal welfare dollars, to better facilitate meeting federal "maintenance of effort" mandates that prohibit states from spending less of their own money when they accept certain federal money.

Amendment offered

To establish as the "intent of the legislature" that the fund shift from the school aid fund to the general fund, which was appropriated to the community colleges budget, should be considered a "loan," to be "repaid" within five years. The provision does not actually require any repayment.

Passed in the House 57 to 47 (details)
To appropriate $395 million in mostly federal money and authorize various fund shifts with the net effect of substituting federal money for state tax and fee revenue in the current budget. Most of the new money goes to welfare and Medicaid-related spending and to cover increased caseloads. Also, $28 million in state dollars are appropriated to the Department of Corrections, which has overspent its current year budget. Other fund shifts to accomodate the use of school aid money for community colleges to balance the budget, and the distribution by House Bill 5872 of $312 million from the federal "Edujobs" bill passed by Congress this month.
