To appropriate $395 million in mostly federal money and authorize various fund shifts with the net effect of substituting federal money for state tax and fee revenue in the current budget. Most of the new money goes to welfare and Medicaid-related spending and to cover increased caseloads. Also, $28 million in state dollars are appropriated to the Department of Corrections, which has overspent its current year budget. Other fund shifts to accomodate the use of school aid money for community colleges to balance the budget, and the distribution by House Bill 5872 of $312 million from the federal "Edujobs" bill passed by Congress this month.
