To allow the use of emergency flashing lights during an emergency on a motor vehicle owned by a volunteer member of an emergency management unit of a local government, if authorized by the local government. The bill also allows and specified colors for flashing lights used by an on-site command vehicle at the scene of an emergency, and by various non-emergency service vehicles.
