To broaden the definition of “nonprofit street railway" operators authorized by a <a href="http://www.michiganvotes.org/SearchLegislation.aspx?CategoryID=0&Keywords=street+railway&StartMonth=1&StartYear=2008&EndMonth=12&EndYear=2008&Results=50&op=Search">legislative package</a> enacted in 2008 to create a Detroit “light rail” line (namely, a Woodward Avenue streetcar) that would be subsidized through Tax Increment Financing, public debt, state road tax money, etc. Reportedly this is necessary to conform with federal rules.
